Цель исследования. Анализ внедренных кадровых практик, представленных в диссертационных работах по специальности 14.02.03. Общественное здоровье и здравоохранение за 2016–2020 гг.
Материалы и методы. Были использованы данные с сайта Высшей аттестационной комиссии при Министерстве науки и высшего образования Российской Федерации. Из 220 диссертационных исследований, авторам которых присвоены степень кандидата или доктора медицинских наук по специальности 14.02.03 Общественное здоровье и здравоохранение, была выделена 21 научная работа, посвященная кадровым вопросам. В данном исследовании был применен описательно-аналитический метод.
Результаты. Диссертационные работы, охвативших пятнадцатилетний период с начала модернизации здравоохранения, выявили целый ряд проблем: низкий уровень оплаты труда; недостаточная укомплектованность кадрами, диспропорция между врачами и средними медицинскими работниками; тяжелые условия труда, отток кадров из отрасли в целом, а также из государственных учреждений здравоохранения в частные медицинские организации. Апробация разработок и внедрение на базах исследования, оценка их эффективности позволили авторам предложить рекомендации для внедрения в практику здравоохранения, начиная с Министерства здравоохранения РФ, органов управления субъекта Федерации, медицинской организации, образовательных учреждений и, заканчивая непосредственно объектом исследования – руководящим персоналом, врачом, средним медицинским работником. Изучение и анализ кадровых практик, представленных в научных исследованиях, позволяет определить наиболее актуальные направления по формированию кадровой политики.
Заключение. Результаты проведенного исследования показали немногочисленность диссертационных работ (9,5 %), посвященных кадровым вопросам и защищенных по специальности 14.02.03. Общественное здоровье и здравоохранение, несмотря на определяющую роль кадрового потенциала в инновационном развитии здравоохранения страны. Исследования охватили все группы медицинских работников, руководителей, студентов медицинских вузов, колледжей и включали изучение состояния здоровья, мотивацию, удовлетворенность профессиональной деятельностью, подготовку руководящих кадров, взаимодействие между медицинскими работниками разного уровня и пациентами. Предложены эффективные практики, которые могут быть тиражированы на региональном уровне, на их основе могут быть созданы новые, они позволяют определить критерии оценки кадровой политики в медицинской организации, субъекте и стране.
Purpose of the study. Analysis of implemented personnel practices presented in dissertations in the specialty 14.02.03. Public health and healthcare for 2016–2020.
Materials and methods. We used data from the website of the Higher Attestation Commission under the Ministry of Science and Higher Education of the Russian Federation. Of the 220 dissertations, the authors of which were awarded the degree of candidate or doctor of medical sciences in the specialty 14.02.03 Public health and health care, 21 scientific papers devoted to personnel issues were singled out. In this study, a descriptive-analytical method was applied.
Results. Dissertations covering a fifteen-year period since the beginning of the modernization of healthcare revealed a number of problems: low wages; insufficient staffing, disproportion between doctors and paramedical workers; difficult working conditions, the outflow of personnel from the industry in general, as well as from public health institutions to private medical organizations. Approbation of developments and implementation on the basis of research, evaluation of their effectiveness allowed the authors to offer recommendations for implementation in healthcare practice, starting with the Ministry of Health of the Russian Federation, government bodies of the subject of the Federation, a medical organization, educational institutions and ending directly with the object of study – management personnel, doctors, secondary medical worker. The study and analysis of personnel practices presented in scientific research makes it possible to determine the most relevant areas for the formation of personnel policy.
Conclusion. The results of the study showed a small number of dissertations (9.5 %) devoted to personnel issues and defended in the specialty 14.02.03. Public health and healthcare, despite the decisive role of human resources in the innovative development of the country’s healthcare. The studies covered all groups of medical workers, managers, students of medical universities, colleges and included the study of the state of health, motivation, job satisfaction, leadership training, interaction between medical workers of different levels and patients. Effective practices are proposed that can be replicated at the regional level, new ones can be created on their basis, and they also make it possible to determine the criteria for assessing staff policy in a medical organization, subject and country.
